01 What makes it unique
The 3990FL is Sandpiper’s front-living plan, and the line’s entertainer. The “FL” marks a raised front living room over the pin: dual opposing tri-fold hide-a-bed sofas, theater seating, a pop-up 50-inch television and an electric fireplace, with a middle island kitchen with a waterfall-edge island below, a rear private king bedroom and a hidden loft-and-a-half for extra sleepers or storage. Five slide-outs open it up and it sleeps eight. At about 12,439 pounds dry it is the lightest coach in the line. It rides the full Sandpiper build: a cambered powder-coated frame, a single tandem 7,000-pound axle rating, an automatic electric level-up system and 200-watt solar.
Forest River lists a published 15,375-pound GVWR against the 12,439-pound dry weight, which leaves the biggest payload in the line at 2,936 pounds and a 2,825-pound dry pin — the highest in the line, on tandem 7,000-pound axles. Two 15,000-BTU air conditioners (prepped for a third), a 60,000-BTU tankless water heater, a 40,000-BTU furnace, heated holding tanks, an 84-inch ceiling, a 50-inch smart television and washer/dryer prep are standard, under a 20-foot awning. (The 2-inch rear accessory receiver is not available on this plan.)
At a starting MSRP around $104,000, with US street pricing well below the placard (commonly in the low $70,000s), it is the front-living, entertainer Sandpiper. For a couple or family that wants a raised front great room with dual sofas and theater seating, a private rear king bedroom and the line’s biggest payload — and who tows with a properly rated three-quarter-ton or larger truck rated for the highest pin in the line — the 3990FL is the line’s front-living plan.

Every plan rides on a cambered powder-coated frame with a single tandem 7,000-pound axle rating, Goodyear Radial tires with ABS and Lippert auto-adjust brakes, an automatic electric level-up system and 200-watt solar, and ships with a 16-cubic-foot 12-volt refrigerator, two 15,000-BTU air conditioners (prepped for a third), a 60,000-BTU tankless water heater, an 84-inch ceiling and a 50-inch smart television (65-inch on the 3900HBLR) as standard. Hitch weight, GVWR, UVW and CCC are published per plan on the Forest River factory pages, and each plan's UVW plus CCC equals its GVWR exactly. UVW is a factory estimated average; real loaded pin weights run higher — always weigh the loaded coach and confirm against your truck's payload and rear-axle ratings. Sandpiper is badge-engineered as the Sierra, built side-by-side on the same line with only the decals different.
